This can be due to infection.
Consult ur paediatrician for the same as he will guide you better in this situation after the proper evaluation of the baby..
Give indirect steam to ur baby 2-3 times in a day. This will help in liquifying mucus and clear the chest congestion. Also apply baby vicks vaporub on the chest and feet of the baby to get relief from cough and cold
