It’s not dandruff it’s basically cradle cap so you can go ahead with her oiling and shampoo in the scalp every two days and brush the hair with a regular hairbrush which is only for kids that’s going to help in eliminating and shaving should be done after six month going to be little more stable by them physically I mean
