yes , you can start.
but if you have to give it because of low milk supply ,I advise you to take supplements like leptadin tablet or shatavary granular with warm milk twice a day which will help you to increase your breastmilk supply.
and although if it is not possible then you can start giving cow's milk by diluting it with water and give it in small quantity.
