For brain development for kids, I recommend stacking toys, shape sorters and simple puzzles.
Btw check out *NESTA TOYS* - their toys are really good for creativity and don’t feel like "learning" only, kids just enjoy playing. They have many but i have used their wooden building blocks and it is amazingly works for developing kids brain.

Mechanical toys. Pop-up toys and "busy" boxes with knobs, buttons, and levers encourage fine motor skills and problem solving, and teach cause-and-effect.
