since 3 days whenever I change the baby diaper she always cry while changing ,she refused for chnge,, what to do?

So what is the problem that you are facing are there any rashes into that area or any such thing which is evidently visible to you because usually kids are very comfortable changing the diaper and sometimes they don’t want to wear the diaper so both the situations can be there that could be rashes or irritation on the skin so please check for that and if the child is not comfortable for the time being you can avoid using diapers and see if that makes a child more comfortable and start toilet training your child if you are ready to take that effort now
