Cold is most of the time because of viral illness and  if the child is having recurrent running nose and nasal congestion  it may be a part of allergic rhinitis also so it needs a proper examination.
steam inhalation will be beneficial in both the cases along with decongestant medicine like alex cold/ hatric 3/ sinarest.
As a part of viral illness there could be associated symptogfms like cough and fever which needs treatment accordingly along with a proper hydration needs to be maintained .

Give indirect steam inhalation 
Take healthy protein rich nutritious food including fenugreek ajwain butter to increase your breast milk avoid stress stay happy it also help to increase your breast milk you can take lactogen tablet to increase bm 
Consult with your doctor in person for proepr physical examination and treatment 
Maintain hygiene

If there is heavy running nose or cold and she seems cranky and intolerable then please take her to the doctor. Or if it is mild and just started you can try this home remedy. Heat coconut oil and add little bit of powdered camphor (pure one without chemicals). Once the mixture is lukewarm apply on the baby's chest, back, neck, nose and feet gently.  Also make sure you add only little amount of camphor as it can cause skin irritation.
