May be you are giving a bit bland food to him... He is probably not liking the taste
Try to enhance the food taste by adding age appropriate flavours 
You can add slight Jeera, Pepper, Elaichi, Cinnamon, Clove, Capsicum, Methi, Jaggery, etc.. Choose maximum 1-2 flavors at a time as he is small.
