If you’re doing it in your room where there is no much exposure of sun then you can do it any time you can use all heater into your room but if the sun is there and you have a good visibility of sun and raise into your room and that time when the sun is around 11 o’clock so if you have a good sunrise coming to your room but still you should put on the oil heater
