best soap for my toddler. He is having too much blackness around his neck.

Give baby a warm shower , if the baby is wearing any chain or thread around the neck please remove the same. As they sweat and diet gets accumulated it may look different in colour. Use mild Baby soap to cleanse and after shower apply moisturizer or Baby cream. Johnson's Baby Cream and Soap worked for me

Hey, don't worry. Blackness round the neck quite common in all the infants. Maybe it's part of their growth and development. My daughter also has similar problem.
