my son is 1 year two months old. He is getting rough skin on shoulders and rashes on faces. a kind of dry skin .what to do

please do the following things:
keep your child well hydrated.
give Massage to your child daily
don't give bath for more than 10 minutes.
apply coconut oil there.
keep that area clean and dry.
maintain good hygiene.
