7 months baby having cold Cold and cough in small babies are because of viral infections you have to treat them symptomatically with steam inhalation and saline drops in the nose of the baby e they will subside generally in a week's time

Home remedies like Tulsi Ginger diluted with water combination (honey can be added after 1 year age)and turmeric with milk at least 2 times per day.
try to prevent temperature variations around the child and give nasal saline drops frequently for nasal blockage, simple cough and cold. Indirect steam is helpful.
For cold you can give drops wikoryl AF 0.5 ml to the child 2-3 times per dtay. 
This may due to either allergy or infection and some times due to climate changes and temperature variations .
If fever is present give paracetamol.
