this is not normal and you will have to meet the doctor to evaluate the growth milestones as well as social and developmental milestones of the child
DEVELOPMENT by the age of 2 years the child should be able to speak few words with meaning in the sentence and should be able to understand all the commands and orders given by the parents and if you feel that they are not present in your child it is important to meet your pediatrician to assess the growth milestones of the child and whether there is any need of therapy or not

Interacting with other kids will be fine as baby grows up.
But as ur baby is going to be three years complete and has not started speaking even a single word yet then consult with the speech therapist for the same as he will guide you better in this situation after the proper evaluation of the baby.
