My baby 4 months old . He has 3 lower teeth not upper teeth. Please let me know Is this normal?

Yes yes it is very normal the upper will also come over the period and right now it is completely a natural time for the child to start having its teeth where in your child has very good number of teeth already so I would just recommend you to start with tablet number 21 under homeopathy as of now
