yes your kid is having yellow discoloration over the milk teeth..these are signs of decay.. consult with your nearest Pediatric dentist for proper clinical examination and early treatment if any required

No As they are the temporary teeth of the child forward it will come and then you see how the growth is if it is not proper with permanent teeth also then baby or child has to go for braces in the later age but as of now for milk teeth it is completely normal
