is hand flapping common in babies. my daughter does hand flapping sometimes. but she responds to her name and follows simple commands

yes mam,it is normal.
as per my opinion,if a child looks happy healthy and active, gains enough weight, achieve all age appropriate milestones then no need to worry about anything.
