can I give plain saffola oats with water and little bit of sugar to my 18months old daughter

Ensure to cook oats well You can give everything that you normally have. you can should start giving all family foods..only by giving family foods baby Wil get used to it and in further they will hav e all foods. Let it be less oily and spicy. Include a veggie and fruit everyday and few nuts everyday.
