4th month old baby not pooping 9 to 11 days is normal??

Yes it is very normal but if you see after 11 days also the child is not pooping then you can do the best thing is to insert an enema in the internal region of the child that is going to help in clearing the system in 4-6 hours and it is completely safe to be done
