.If any soap claims fairer color then it means that it is having some bleaching agents which are harmful to the skin of the child

There is no soap which will "improve" her fairness.
Give her nutritioius diet including probiotics millets and citrus fruits
Don't use RO water as it's demineralized
Use simply purified water having TDS higher than 350
Take sunbath daily with her head and ears covered.
Use besan and bajjra flour with milk to make her bath
