mam,no lotions will help you to change child's skin complexion as it is determined by genetics and environment.
but yes to improve your child skin tone ,you can use any baby friendly brands like Babyhug, mamaearth, momsco etc
but as a child is 10 Months old,I would suggest you to use Babyhug brand lotion which contains natural ingredients and free from harmful chemicals like paraben sls etc.
