she is 16 months old and has 9.7kg weight and 65cm height. Is it okay per her age?

The highest is still okay but the weight is actually less but it is going to be better over the period with the balance diet that you can offer to the child and include everything that’s been made at home healthy and fresh food including all kind of grains millets fruits food vegetables
