one month old baby having red rashes on his face is that normal.?

Hello ma’am Rashes and all these things are not normal they are just due to some other issue maybe like a heat rash or an allergy or something so for the time being I would advise you to start applying Cetaphil lotion and monitor it for five days and if things are better by then then good otherwise consult your doctor
