Q.
mybaby is 23 months old,but still he speaks only mumma, papa,baba, and nothing else,he understand things but he don't speaks them ,we speak the same wird agsin and agsin,but he don't repeat wth us. what should i do,should i consult to doctor?

Speech is also dependent on hearing ability so need to check that too by ENT doctor.
Reduce screen time, encourage conversations , recite play time and bed time stories to your baby. Improve interaction avoid tv avoid smartphones to baby.
Incase all such tricks do not prove successful then should not delay help seeking and should see a pediatrician and speech therapist soon.
