Toddlers have more motor control than infants, but don't yet have a lot of language to communicate what they need or want. Frustration is normal and to be expected.Aggressive behavior in toddlers (hitting, kicking, biting, etc.) usually peaks around age two, a time when toddlers have very strong feelings but are not yet able to use language effectively to express themselves. Toddlers also don't have the self-control to stop themselves from acting on their feelings.They haven't developed self-control. If you are dealing with a toddler, their impulse controls are basically nonexistent. They feel frustrated or happy or bored, they express that through hitting — no hesitation.
