my son is 3.3 years old .. his weight is 12.7 and height is 96 cm .. is it normal?

The weight of your child should be 14 kgs plus as of now so your child is little underweight the height seems to be decent as of now but the weight is definitely less also would like to tell you the weight of the child would completely be based on the genetics so kindly check with that as well
