my baby has speaking issues only 2 _3 words she has. but very active to understand other things and out door games

yes it is ok.
every baby is different in achieving milestone.
some babies they start to speak early and some late.
so no need to worry.
babies they start to speak properly by three years.
wait for some more time.
also help and encourage ur baby to speak
