See sometimes the skin of a person is too sensitive it’s not about a child it’s about anybody you know it’s not only about the bum area of your child it could be anywhere even you just lightly lay your finger or move your finger on the skin tingling effect which is normal because that’s due to the sensitive effect on the skin still if you want you can check with your doctor for further assistance
