As baby having Fever and throat issue consult Paeditrician and use medication as prescribed by your Paeditrician.
For throat issues warm water gargling gives relief as toddlers won't gargle (warm turmeric water) or warm Water Boiled with tulasi leaves or tulasi extract with honey or ginger with honey gives relief.
