Is my baby teething? He is eleven months old with no teeth.

Doesn’t seem like it because when the teeth start to come a little bit of white edge you can see onto the gums of your child and the teeth can come by the time of 17 months so kindly wait till that time if you do not see first eruption happening by that time consultant dentist
