is delay in teething abnormal? my baby is 9 months old now

No , it's completely normal
Teething may start from as early as five months to as late as 18 months.
Take sunbath daily with her head and ears covered.
Don't use RO water
Take calcium rich diet plus probiotics plus citrus fruits.
