Cold is most of the time because of viral illness and  if the child is having recurrent running nose and nasal congestion  it may be a part of allergic rhinitis also so it needs a proper examination.
steam inhalation will be beneficial in both the cases along with decongestant medicine like alex cold/ hatric 3/ sinarest.
As a part of viral illhness there could be assorciated symptoms like cough and fever which needs treatment accordingly along with a proper hydration needs to be maintained .

nasal saline drops can be given again and again to the child because it is salt water which will help in decreasing the nasal blockage by clearing the mucus
try to prevent temperature variatdions around the child which is the most common cause of cough and cold in small children.can give indirect steam inhalation .
anti-cold medicines at this age have got side effects so can be givend only after medical consultation.
for fever and pain give paracetamol
continue the regular diet which is being given to the child
