A. Either this is due to some skin related problem because you have mentioned that it has been there since the time of birth is it better to check with your doctor because most common issue with birth that some kids can have is vitiligo so if it is not a deficiency of calcium or dryness it could be some other skin related problem so please consult a dermatologist
