it might be mosquito bites,or allergy to something like fabric food or cosmetics or heat or sweating or Infection.
you can apply thin layer of coconut oil there
keep that area clean
prefer loose fitting Cotton clothes for your child
skip suspected cosmetics
maintain good hygiene
