mam,it might be allergic reaction,or infection or because of dry skin.
you can apply aloe vera gel or thin layer of baby soothing Calamine lotion on it.
you may use Cetaphil lotion .
prefer Cotton clothes for your child.
keep your child in well vantileted room.
