here Cold is most of the time because of viral illness and  if the child is having recurrent running nose and nasal congestion  it may be a part of allergic rhinitis also so it needs a proper examination.
steam inhalation will be beneficial in both the cases along with decongestant medicine like alex cold/ hatric 3/ sinarest.
As a part of viral illness there could be associated symptoms like cough and fever which needs treatment accordingly along with a proper hydration needs to be maintained .

You can give some home remedies to your baby. Add very little amount of turmeric in babies milk and also give Tulsi water twice a day. You should also give 1 teaspoon of honey once in a day. All these are best home remedies to cure cold and cough rather than this you can also use Babyhug cold rub
