why my 4 year old son's calves are tight ?

As kids mostly active run,walk the strength in muscle can be seen tight and at times they feel tight and pain but being active physical activities keeps them active and healthy.
If the muscle is saggy ,soft tissue it means less active,less muscle flexibility might have pain feel tired easily.
