my daughter is 2.5 yet she walks only on her tiptoes.. is it normal?

Walking is fine for a child but if your child is mostly working normally and doing it sometimes and it is absolutely normal because kids like to do something or the new other every now and like to work on their toes also it is just an experimental thing
