My child has dry skin and request recommendation of cream and bath soap

dry skin can be result of dry weather , lack of fluids intake or lack of moisture in skin.
so ,first , instead of using soap (as it can cause more dryness) ,I would suggest to use baby body wash while bathing your child.
but please limit your child bath time up to 10 minutes.
give gentle massage to your child on regular basis.
it will definitely help in this
I would suggest to use Babyhug brand skin care products for your child which is Rich with milk protine and other natural ingredients like aloe vera gel and wheat germ oil,so it will help in this best.
