My baby's umbilical area is swollen like a small bulge, he has gas issues as well. What can be done?

Issues are common in this with what you are mentioning right now in the question is basically indicating towards umbilical hernia only as you are saying that it has popped out so please get a check with the pediatrics the doctor will confirm and can start with the treatment if needed
