This can occur due to either allergy or infection and some times due to weather changes around the child.
For cold you can give syp maxtra 2.5 ml to the child 2 times per day. 
try to prevent temperature variations around the child and give nasal saline drops every three hourly for nasal blockage and simple cough and cold. Indirect steam can also be given.

Go for home remedies like Tulsi Ginger diluted with water combination and turmeriic with milk at least 2 times per day.

Give warm water to drink

If no improvement in 2 or 3 days then meet your doctor

It Maybe due to cold because when a child is suffering with cold then only you will see water coming out of the nose of your child so you can consult your doctor and start with any antiallergic supplement for the child that is going to help in controlling this issue
