My baby is 16 months old is it perfect timing to wean off completely from feeding??

yes definitely you can wean your child from breastfeeding at this time.
but even you can continue till the age of 2 years.
as long as you breastfeed it will be good beneficial for your child, but also give the cows milk and remaining solid food also for the child to enhance the nutrition
