My baby 5.5 months old and he is hold his head up during tummy time but not when being held upright, is it common???

A child has a partial stability by the age of three months and gets better over the period by completing the time of six months it’s expected that the child should have a total control over the head that do not eat 90% also you should connect with your doctor regarding that
