crawling can start anytime around 6 months of age. but many times it may come to the child by 12 months of age also. if the child is not having any other complaints no need to worry. it is advisable not to use walker and let the child play and make attempts on its own.
give regular baby massage and diet and encouragement
proper language / speech development will start between 18 months of age to 3 years of age. 
there is no need to worry before that just concentrate on the diet and regular interaction with the child.
also speech and language develops properly with more people available to interact with the child
avoid usage of tv mobile and laptop because they are the most common reasons for delayed speech and language development.

the most important thing is that before speech, understanding of the commands given by the parents should be present.
by 18 months if the child is not followingd basic commands then only you have to meet the doctor for speech and development assessment.
