is it normal for 4months baby to have body temperature 99.3 to 99.4 F ? do we concider it as a fever ?

Yes You do consider it fever because I would like to tell you when the temperature crosses 99° fahrenheit it is fever only in any body whether it is an adult or a child so yes if it is 99.3 or 99.4 as wealth and of course you should start giving paracetamol to the child
