I observe white spot on my baby's face. He is 8 months old. what would be the reason and what should I do?

many times white spots can occur in children but does not require any treatment except moisturizing lotion application or simple coconut oil application. 
they will persist for few weeks and then will go away
if the problem continues beyond two weeksr and is increasing in size and intensity then you have to meet the doctor for evaluation.

some times it can be due to nutritional deficiency, skin sensitivity, allergyf, fungal infection (sometimes self limiting) also for which your doctor will prescribe specific cream.

Evion vitamin E cream you can apply I think it could probably be due to dryness because there are multiple issues associated with it like dryness skin related problems and deficiency of calcium so currently I believe it could probably be due to dryness only
