A. cut her nails short.. Yes you can apply neem oil. Keep engage your baby in other activities which likes a most.. You can put gloves to make barrier. Maintain proper hygein.

By Constantly saying no and sometimes it could be due to deficiency of calcium as well so you can get a check with your doctor otherwise you can apply something in a bitter but edible onto the nails of your child like bitter gourd Paste or something where in your child will probably give up on that
