you have to clean the ears of the child only externally with cotton cloth. 
do not use anything like earbuds to clean the internal ear. 
this will only do more harm as wax will get impacted inside deep and will cause more problem. 
if you feel that the child is having some problems in the internal ear then kindly meet your doctor for examination.
if the child is having wax problem and not improving with drops you have to get it removed with the help of your ENT doctor.  
usually cleaning is only external

Clean with soft wet cloth or use Baby ear buds 
You can also apply coconut oil or olive oil to clean it 
Make sure water does not go inside 
Wash hands often before touching your baby 
Maintain hygiene 
Keep baby’s surroundings clean and dust free 
Do clippings of nails regularly to avoid any injury 
Consult with your doctor in person for proper physical examination and treatment 
Maintain hydration 
Give adequate feeding
