This may due to either allergy or infection and some times due to climate changes and temperature variations .
For cold you can give drops wikoryl AF 0.5 ml to the child 2-3 times per day. 
try to prevent temperature variations around the child and give nasal saline drops frequently for nasal blockage, simple cough and cold. Indirect steam is helpful.

Home remedfies like Tulsi Ginger diluted with water combination (honey can be added after 1 year age)and turmeric with milk at least 2 times per day.
Give warm water to drink 
If no improvement in 2 or 3 days then meet your doctor 
paracetamol for fever and pain

it is very difficult to comment here without a proper examination so it is better to consult your doctor and get it properly physical examine and guidance accordingly for this matter to clear this...Cold is most of the time because of viral illness and  if the child is having recurrent running nose and nasal congestion  it can be allergic rhinitis also so it needs a proper examination.
steam inhalation will be beneficial in both the cases along with decongestant medicine like wikoryl, alex cutold 
In  viral illness there can be cough and fever which needs treatment accordingly along with a proper hydration .
