good morning sir my son Ethan is 3years old but he is not talking one word also what should I do he will not respond if any one called him he will see somewhere and he will laugh without any reason please tell me the solution sir

If you observe delay in speech,less speech according to age, milestones delay, cognitive skills/gross motor skills delay,no eye contact, not responding to his name, not responding to simple commands ,not mingling with kids then need assessment with developmental pediatrician or child psychiatrist.
All these are or any of the above are Red flags
