white patches on face is common in childrens. 
this seems pityriasis alba, it is a  self limiting problem and do not require any treatment. apply vaseline jelly on skin and feed lots of fruits n veggies

White spots on the face is due to dryness.
That is why when u apply lotion it fades away.
So continue to apply it as the skin gets dry in winters
