better consult your paediatrician for proper examination of the child and do all routine investigation required and start treatment as advised by your doctor

it might happen because of umbical cord clamp .
but you should consult your pediatrician for this.
as he or she can prescribe needed medicines for this.
please avoid using any cosmetics.
keep that area clean.
